Project: The developers propose demolishing an aging restaurant building and building a roughly 4,200‑square‑foot multi‑tenant center anchored by Little Caesars. Staff estimated total redevelopment at about $1.516 million and proposed incentives not to exceed $150,000 distributed across demolition aid, permit‑based cash payments and a sales‑tax sharing arrangement over several years.
Fiscal terms: Staff outlined a first‑year permitting threshold, demolition assistance, and a proposal to share 50% of incremental sales tax revenue with the developer up to an agreed cap (approximately $75,000 over the contract term, subject to contract language). The initial demolition and permit payments would be made as milestones are met.
Council action: Councilor Campos moved and Councilor Heil seconded authorization for the city manager to negotiate and execute the agreement up to $150,000. The motion passed by voice vote.
Economic rationale: Staff recommended the agreement as a way to replace a 1985 structure with a modern commercial building, generate sales tax and ad‑valorem revenue, and create local jobs. The developers projected 25–35 jobs and $700,000+ in payroll for the new operations.
