Garden City adopts resolution to create steering committee for Master Streets Plan under USDOT program

Garden City staff asked the council to adopt Resolution 1212-25 on Aug. 11 to authorize an ad hoc steering committee to develop a Master Streets (transportation) Plan through the USDOT Thriving Communities program. Miss Thornborough described the program as a capacity-building effort to help smaller jurisdictions work across agencies and secure federal funding and technical support.
Staff proposed a three-tier structure for the planning effort: a steering committee (USDOT Thriving Communities representatives, Garden City Development Services, Compass, ACHD and BRT), a partner/agency tier that would include Boise, ITD and Ada County, and a consulting tier plus internal city departments and public engagement. Director Thorpey Morrow (title referenced in council questions) said the program’s work has been underway about a year and a half and that the goal is to bring a plan back to council for review and adoption by November.
Council asked how the plan would translate into action and whether partner agencies would adopt it. Staff said adoption by other agencies is not required but that staff hopes participating agencies will adopt it; staff reported that administrators at partner agencies have confirmed participation at the steering or partner level.
A council member moved to adopt Resolution 1212-25; the motion was seconded and adopted by roll call.
