City planning staff presented a change‑of‑concept plan and a set of variances for a proposed 7 Brew drive‑through coffee shop on a 0.56‑acre parcel at 7303 Turfway Road.
Mr. Morgan, representing planning staff, said the application includes a 543‑square‑foot primary building, a 277‑square‑foot cooler accessory building and 12 parking spaces. Because of the lot size, several variances were sought and approved by the Boone County Planning Commission: front yard setback reduced from 50 to 37 feet and perimeter buffer widths reduced to 7, 5 and 8 feet in different locations. A trip‑generation memo submitted with the application showed weekday AM peak 26 vehicles in and 26 vehicles out, and weekday PM peak 11 in/22 out; Mr. Morgan said those counts represent a major reduction from traffic when a Krispy Kreme previously occupied the site.
The planning commission voted unanimously to approve the concept plan and variances and recommended conditions including screening of roof‑mounted mechanical equipment and that the city further evaluate pedestrian crosswalks. The city’s planning and zoning committee added a condition requiring a formal change‑of‑concept review if the business transitions from beverage sales only to food and beverage sales, so the stacking, queuing and traffic safety can be re‑evaluated; the committee did not require a new sidewalk connection where ADA‑compliant routing was infeasible due to site slopes.
During public comment and council questioning, residents and council members pressed whether the trip study accounted for Sunday church peaks at nearby 7 Hills Church and how traffic would be managed when services let out. Mr. Morgan acknowledged the submitted trip memo focused on weekday peaks and may not reflect Sunday service patterns. Speakers also reviewed access options and left‑turn lane configuration at the Turfway Road approach.
No final council vote on the concept plan or variances was recorded during the caucus; the item was placed on the evening public hearing agenda for further comment and action.
