City Manager presented the report and explained that the committee’s recommendations—adopted previously as Resolution MS23-03 and forwarded to the City Council—shaped the Measure S budget and five‑year plan. The manager told the committee the audit was prepared by Bedawi and Associates and that, quoting the auditor, “the financial statements present fairly in all material aspects” in accordance with U.S. generally accepted accounting principles.
The presentation reviewed key budget lines and year‑to‑year changes: some capital items originally budgeted in 23–24 were rebudgeted in 24–25 (including an SCBA compressor, skid‑mounted pump and radio purchases), police debt service was temporarily shifted to fund current design and geotechnical work, and several street and pool projects were adjusted based on contractor timing and project sequencing.
Finance Director Linda Lieber summarized capital fund balances and set‑asides, including accumulations for apparatus replacement and SCBA reserves. City Manager said total Measure S expenditures for the year were $2,423,436 (net after district reimbursements), compared with total budgeted appropriations of $2,860,334; the fund balance at 06/30/2024 was reported as approximately $1,000,063 and the five‑year plan anticipates drawing that down as projects move forward.
A motion to adopt the report and attach the audit (Resolution MS2025-01) passed on a roll call vote recorded as: Committee member Hyatt — Yes; Committee member Reno — Yes; Vice Chair Shandling — Yes; Chair Perry — Yes.
The committee directed staff to include any requested edits in the final packet to accompany the resolution for City Council and to return with further budget recommendations as required by the Measure S five‑year plan.
