The Brookings Planning Commission approved a minor change of a conditional use permit, allowing the short‑term rental permit for 1585 Beach Avenue to be transferred to new owners Jeff Golden and Sarah Collard.
Planning staff told the commission the property was originally granted a conditional use permit on 06/06/2017 and was sold to the current applicants on 03/20/2025. Staff reported it received no written comments from neighboring property owners and recommended approval of the minor change so the new owners may continue operating the residence as a short‑term rental.
On the phone, applicant Jeff Golden identified himself and said he and his wife, Sarah Collard, "contemplate no changes from its current operation" and that the home "will be managed by Paragon Properties as it was before." Golden asked that the commission make a decision that evening and waived the option to reserve up to seven additional days to submit written arguments.
A commissioner moved to approve file MC‑1‑25/CUP‑3‑17 based on the findings and conclusions in the staff report and subject to the conditions of approval. The motion was seconded and carried by voice vote. The commission then moved to approve the final order for the file; that motion was seconded and likewise carried. The chair told the applicant, "Your application is approved, Jeff." The chair also announced the applicant was now registered to operate under the transferred permit.
The commission subsequently approved the minutes of its 05/06/2025 meeting, heard a brief staff report noting no meeting is planned for August with a hoped‑for meeting in September, and adjourned at 07:15.
The record for the decision includes references in the staff report to sections of the Brookings Municipal Code concerning short‑term rentals and minor changes. The commission’s approval was based on the staff findings and conditions stated in the record; no written neighborhood objections were noted in the staff report.
Next steps: the commission completed and approved the final order for file MC‑1‑25/CUP‑3‑17 at the meeting. Any appeal rights must be raised during the hearing and in a manner sufficient to allow the commission to respond; failure to raise issues during the hearing may preclude appeal to the Oregon Land Use Board of Appeals (LUBA).
