Chester-Upland board adopts 2025-26 millage rates and PSBA governance principles

Board members then moved to adopt the PSBA-recommended "principles for governance and leadership," a procedural addition the board said was needed for timely inclusion in PSBA programs. The motion likewise passed on a roll-call vote recorded in the meeting transcript as unanimous among present voting members.
The board conducted public comment on the items prior to the votes. Members and speakers clarified that the special meeting was brief because receivership matters would be handled at a separate receivers meeting that followed the adjournment. President Johnson said the PSBA item had to be added now to permit participation in upcoming programs.
The millage vote and the governance-principles vote were the only formal actions taken during the special session; the board adjourned to allow the receivers public meeting to begin.
