Little Hoover Commission names staff hires in progress, accepts minutes and discusses governor's reorganization plan

The Commission moved to adopt minutes from several prior meetings (Dec. 13, March 27, May 13 and May 29); motions were made and seconded and voice 'Aye' affirmations were recorded on each set of minutes and the chair declared the motions carried.
On legislative matters, staff noted a packet list of 13 bills the Commission is supporting and updated the Commission on the governor’s reorganization plan; staff said the July 4 deadline to reject the plan was approaching and that neither legislative house had scheduled new hearings. Senator Nilo introduced SR 52 to disapprove the plan, and Commissioner Granillo described procedural concerns related to AB 131’s linkage to the budget process, calling the executive-branch approach to embedding policy in the budget "a violation of our structure of government." The Commission did not take further formal action at the meeting on the reorganization plan.
Next steps: staff will proceed with recruitment for the posted positions, continue tracking the listed bills, and follow up with legislative offices about companion legislation tied to the reorganization plan if it takes effect.
