Bristol Warren committee approves handbooks, budget transfer and several policy updates; contract amendments advance construction projects

The Bristol Warren Regional School Committee on June 9 approved a package of routine governance items and several contract and policy changes that district staff said are intended to close the fiscal year cleanly and advance planned facility and technology projects.

Members voted to approve the FY25–26 student and coaches handbooks after staff and principals described mostly minor updates and staffing changes. Superintendent Riley summarized the annual review and principals answered clarifying questions about Title I language and staff contact information.

The committee granted blanket authorization for year-end budget transfers to let staff move funds between line items to 'tie out the books' and present a final transfer report later. Miss Carrie described the practice as common in school districts and said the district will report transfers before the August meeting. One committee member stated she would not vote in favor because she prefers to see transfers in advance; the motion carried.

Contract amendments to the existing Daypont contract were approved to expand scope at two schools. According to district staff, the amendments add footing work for a pavilion at Kikimuit Middle School to meet the requirements of a Champlin grant and adjust landscaping at Rockwell paid for by a parent–teacher organization. Miss Carrie said the changes expand the previously approved Daypont contract but do not increase district costs because the Champlin grant and PTO funds cover the additional work.

The committee also approved a five-year internet service agreement. Staff described a $56,000 project with an anticipated 60% reimbursement and proposed spreading the district’s share across five years. Staff said the agreement will improve connectivity and that cybersecurity protections are in place.

On policy business, trustees advanced multiple first reads and approvals: a social networking policy (GBEBD) was returned for a minor edit and advanced as a first read; student fundraising policy updates and fundraising forms (JJE, JJE‑E1, JJE‑E2) were reviewed and advanced; a fundraising guidance exhibit that duplicated policy was removed; field-trip policies and consent forms were updated; gate receipts policy language was added to save part of receipts in a holding account over roughly 10–12 years to fund future turf replacement; and a new FMLA policy (GCC/GDC) and an employee recruitment and retention policy (GCAA) were reviewed for further edits. Staff said edits or clarifications would be made before final votes where appropriate.

The committee took all votes by voice for routine items; where members asked for edits or noted concerns the items were either advanced as first reads or brought back with requested changes. The meeting closed after the committee moved, seconded and approved adjournment.
