Brunswick County adopts preparedness proclamation and approves social‑service and emergency items, including $1.5M mobile command center

The Brunswick County Board of Commissioners on Aug. 18 adopted a resolution declaring September 2025 National Preparedness Month and approved several separate funding and contract items the same evening.
Resolution: A commissioner read a resolution supporting National Preparedness Month, noting that all five commissioners and portions of the county emergency services team completed the NCACC ‘‘100 Counties Prepared’’ training; the board adopted the proclamation by voice vote.
WARM matching funds: County staff presented a request for $20,000 in matching funds to support WARM’s local programs after the organization missed a URP grant deadline. Staff said WARM assisted 145 individuals and 83 households in 2023–24 and that the organization can identify alternative local funding streams to match the county dollars. The board approved the $20,000 match.
ARRW program contract: Sheriff’s office staff requested approval to continue an agreement with Coastal Horizons to provide services in the ARRW (Addiction Response and Rediscovering One’s Worth) program at the Brunswick County Detention Center, funded through North Carolina opioid settlement funds. Staff reported 18 individuals have completed the program to date. The board approved the contract; one commissioner registered a dissent during the voice vote.
Mobile command center procurement: County staff asked the board to approve a contract with LDV Incorporated to purchase and build a new mobile command center. The project was described as valued at just under $1,500,000, with approximately $1.2 million from ARP‑eligible funds and roughly $300,000 from county reserves. Commissioners raised concerns about the unit’s cost and how often a new vehicle would be deployed versus stored; emergency management and other commissioners defended the need, citing limitations of the current aging unit and the operational benefits of upgraded communications and planning space. The board approved the purchase (vote recorded as 4‑1).
Next steps: Staff will complete contract and procurement actions for the LDV purchase and will return documentation for the WARM match and ARRW contract per procurement and grant reporting rules.
