Board praises student volunteers, hears flat enrollment and growth in dual‑language programs

The Bend‑LaPine Administrative SD 1 board on Sept. 9 opened by recognizing Nathan Fries for his work supporting the district’s summer feeding program and welcomed student voice council representatives Claire Kowalski (Caldera High School) and Cooper Alkire (Summit High School).
Kelly McMaster, a parent and kindergarten teacher at La Pine Elementary, offered the lone public comment to thank the district for summer signage recognizing students who achieved perfect IB or AP scores or who graduated with a seal of biliteracy.
The board approved its consent agenda unanimously, 7–0; the item recap noted the consent update was largely grammar changes to district policy.
CFO Dan Emerson presented an enrollment update indicating the district’s enrollment is “more or less flat, perhaps slightly down,” with the board expecting more detailed, disaggregated data at its October meeting. The recap did not include a total district headcount.
Executive director Kinsey Martin highlighted equity and newcomer services, including dual language immersion and English‑language development supports. Martin reported that about 37 languages are now spoken among district students and that the dual immersion program includes over 900 students.
Superintendent and directors offered thank‑you remarks for a smooth school opening and praised administrators, staff and teachers for their work getting schools running this fall. Board chair Steve Cook reminded teachers that foundation grant applications are due Sept. 28 and announced the next work session on Sept. 23 and the next regular board meeting on Oct. 14 at 5:30 p.m.
No formal votes on policies or program changes were recorded in the recap beyond the consent agenda approval; the cell‑phone policy under public review was discussed separately and remains in the public‑comment phase.
