The Bullhead City School Board approved a request on June 10 to open an additional JPMorgan credit‑card account to cover vendor fees associated with international teacher recruitment.
Staff said the district has an agreement with EEP to recruit international teachers and that some required vendor fees — for attorneys and processing — do not accept purchase orders. The presenter estimated the total upfront fees amount to about $10,000 per teacher but said the district negotiated that it will cover roughly 74% of that cost and the teacher will pay the rest. A dedicated card account would be restricted to these recruitment payments so records remain isolated and auditable.
The motion to create the separate account passed by roll call with the four board members present voting yes. Staff said the actual credit limit and annual totals will depend on the number of teachers recruited each year and that HR and finance will coordinate limits and accounting.
