Springville council adopts midyear budget amendments, approves Communities That Care interlocal agreement

Springville City Council voted to adopt midyear budget amendments and to authorize an interlocal agreement with Utah County to implement the Communities That Care model for FY26.
Staff presented several reappropriations and new appropriations. Items included reassigning a prior donation into the police emergency management/grant line; rebudgeting about $29,600 in leftover restricted state grant funds for police use; shifting $16,000 from the capital public art fund into operations to hire a temporary part‑time art coordinator; accepting a $25,000 county grant to expand the Communities to Care program in the library; and reappropriating partially spent master plan update contracts in the streets, water and sewer funds.
Council also approved appropriating $1,000,000 in the streets fund to acquire property related to the 1200 West Corridor extension, with staff noting the cost will be reimbursed by the Mountain Land Association of Governments through corridor preservation funds.
The council adopted "Resolution 2025‑5032" to open and amend the general fund, capital improvement fund, streets fund, water fund and sewer fund budgets as outlined in Exhibit A. A roll call recorded affirmative votes from Mindy, Jake, Craig and Logan and the resolution passed.
On a separate motion, the council approved "Resolution 2025‑33," authorizing the mayor (and allowing staff signature authority to Dan Mickelson) to execute an interlocal cooperation agreement between Utah County and the Springville City Library to implement the Communities That Care model for FY26. The council amended the motion to specifically allow Dan Mickelson to sign the agreement; the motion passed on roll call.
Next steps: Staff will proceed with reappropriation and contract closeouts identified in the exhibit and coordinate with Mountain Land Association of Governments on property acquisition reimbursement. The interlocal agreement will be executed according to the authorized signature instructions.
