The Lincoln County School Board amended its policy on third-party employment agencies on a roll-call vote, saying the district should prioritize hiring district employees and reserve outside recruiting only for hard-to-fill positions.
Mister Daniels read the amendment to policy 2.808, saying, "If after all other options have been exhausted and a position remains hard to fill, then a third party recruiting service may be utilized to fill the position. However, if the Lincoln County School System dictates the what, the when, the how, the where, and the method of compensation in common law will supersede any existing contract the employee may have with that third party recruiting service." The board treated the amendment as replacing language enacted at the June 23 meeting.
Miss Toman moved to accept the amendment and Mister Miller seconded. The board conducted a roll-call vote; the chair announced the amendment passed and stated it will take the place of the prior motion from June 23.
Board members discussed the amendment briefly before the vote; Mister Daniels confirmed the committee has met and will continue committee work before proposing policy language on other topics. The board did not adopt additional hiring rules at this meeting; the amendment narrowly replaces the previous language to require the district to assert control over terms when outside recruiters are used.
The board did not specify implementation steps or a timeline for applying the amended language to existing contracts at the meeting. The amendment text was read into the record and will be included in the official minutes and policy files.
