Douglas County board upholds revocation of permit for 380 Andrea Drive after underage-rental findings

The Douglas County Vacation Home Rental Advisory Board voted 3–1 to affirm the county's revocation of the vacation-home rental permit for 380 Andrea Drive after county staff described an investigation that found underage occupants and other code violations.

County staff said deputies responding to a late-night call on July 5, 2025, found five male occupants who admitted to being underage and consuming alcohol; three were cited for minor consumption. The county also reported the owner failed to obtain or retain required renter identification and did not have a validated local contact on file, which county staff said contributed to a finding that the public-health and safety-based code standards had been violated.

The appellant's representative, Kate Gregareszcu, acknowledged the violation and told the board the owners accept responsibility and have implemented corrective steps, including a new guest sign, procedures for retaining government ID and plans to use third-party age verification. "We acknowledge the violation ... and do take full responsibility for that," Gregareszcu said during her presentation.

Neighbors gave mixed testimony: some praised the owners' responsiveness in other situations, while others described repeated noise, parking and safety concerns and urged revocation. Board members questioned whether the facts reflected a single isolated incident or a pattern and whether two violations in a 12-month window required revocation. Several members emphasized that failure to verify renter age and the absence of a validated local contact were significant compliance failures.

After deliberation, the board voted to affirm the county's decision to revoke the permit. The motion passed 3–1; the minutes record the revocation standing and direction for county enforcement records to be updated.
