Community arts festival plans moved forward; organizers outline logistics

A parking lot in municipal property will house vendor booths and staging.
Harris also noted community-art activities including a rock-painting garden at Pacific Plaza and a chalk program that will remain through the first spring. Insurance and vendor tables have been procured and many supplies have already arrived.
