Wagoner approves CDBG contract for Bollinger addition road overlay, passes related resolutions

The Wagoner City Council voted to enter a contract with the Eastern Oklahoma Development District to administer a Department of Commerce Community Development Block Grant for road improvements in the Bollinger addition. EODD staff said the project scope is 4,500 feet of 2-inch asphalt overlay with a total project cost of $282,360; the city’s required match was reported at $141,180 while CDBG would cover $140,746.
Kiana McCutchen of EODD presented the grant details and the standard federal templates the Department of Commerce requires for CDBG-funded projects. Council approved the administration contract and then unanimously adopted a standard fair-housing resolution, a residential anti-displacement and relocation assistance plan (noting the street project itself is unlikely to trigger displacement), and a Section 3 plan to encourage equal opportunity in subcontracting and hiring for project-related construction.
Council members recorded roll-call votes approving the contract and each resolution. Staff said the items are routine, federal-required documents for CDBG infrastructure awards and that EODD would manage contract administration and reporting.
Next steps: staff will finalize and sign the administration contract and proceed with procurement and construction plans under the CDBG rules.
