Romulus council approves permits, appointments and supplier awards; introduces emergency ramp repair amendment

The Romulus City Council on Sept. 22 approved a slate of administrative and procurement actions, introduced an emergency budget amendment for a City Hall ramp repair and adopted a resolution setting seven days of early voting for the Nov. 4 city election.
At the meeting the council granted a no-fee permit and approved a partial closure of Ferndale Street for the Polka Dots "Haunted Night Market" scheduled for Oct. 11, 2025. The permit includes a partial road closure from Goddard Road to the north–south alley behind Polka Dots from noon to 10 p.m.; the event itself runs 4 p.m. to 8 p.m. The fire department asked that a 15-foot clearance be maintained for emergency vehicle access. The motion to approve the permit passed on a roll-call vote after a brief presentation by a Polka Dots representative identified as Justin.
Council members also concurred in the administration's reappointments to the Romulus Historical Commission: Terrell Byrd, Sheldon Chandler, William Crane, Mark Lukowitz, Lucinda Roden and Virgil Varner, with terms expiring Dec. 29, 2029. The council separately approved the appointment of Hannah Varner to fill a vacant term ending the same date.
The council authorized a license agreement permitting the Romulus Athletic Club (Romulus Flyers) to use Elmer Johnson Park for football practice, games and end-of-season cleanup from Oct. 7 through Nov. 8, 2025 (Tuesdays–Fridays, 4:00–8:30 p.m.). Councilman Jones moved the measure; the motion passed on roll call.
On procurement, the council awarded ITB 25-26-05 for two-year contract pricing on large water parts (hydrant and gate valves) to Ferguson Enterprise and Anton Supply as the lowest responsive bidders. Finance Director Maria Farris verified that funds were available for the acquisition; council members clarified that the vendors supply parts rather than perform installation. The award passed by roll call.
Mayor and staff described deterioration of the east ramp at City Hall as a life-safety issue that led to closure of the employee entrance; the council voted to introduce budget amendment 25-26-5 to fund emergency repairs. The vote introduced the amendment—final appropriation will require subsequent action.
The council adopted a resolution under MCL 168.720e to set seven days of early voting for the Nov. 4 city general election. Early voting will run Monday, Oct. 27 through Sunday, Nov. 2 at the early-voting site, 11131 Wayne Road, with hours Monday–Friday 9 a.m.–5 p.m. and Saturday–Sunday 8 a.m.–4 p.m.
Finally, the council approved warrant #25-18, authorizing payments across multiple city funds totaling $2,924,629.69. Major line items included the Water and Sewer Fund ($1,817,806.88), Cable TV ($165,794.12) and Technology Services ($183,081.88). The motion to pay the warrant passed on a roll-call vote.
