The Nevada Gaming Control Board on Aug. 21 approved an expedited application from Boomer’s Sportsbook LLC to operate a race book and sports pool at Casino Fandango in Carson City, conditioning the license on a surveillance inspection and other reporting requirements before any wagers are accepted.
Joe Asher, president and CEO of Boomer Sportsbook, told the board that William Hill had issued a termination notice to Casino Fandango effective Aug. 31, creating a narrow window to install Boomer’s equipment and begin accepting wagers. "We plan to open the book on September 1," Asher said, adding that staff would move equipment overnight and request a surveillance inspection by an agent in the Carson City office before beginning operations.
The board’s approval included several written conditions read into the record: installation, inspection and approval of the surveillance system by the Nevada Gaming Control Board enforcement division before accepting wagers; receipt and approval of an executed reserve agreement by Tax and License per cited regulations; a requirement that ticket writers be Boomer Sportsbook employees except as otherwise approved by the Board chair or designee; prompt reporting of changes in affiliated agreements; and prior administrative approval before converting between kiosk-only and manned satellite operations. Commissioners emphasized the surveillance inspection was intended to ensure the integrity of the transition and protect patrons and the casino’s existing surveillance standards.
Asher said Boomer’s would operate a manned sportsbook plus two kiosks in the space vacated by William Hill, staff the location initially with a supervisor and additional hires, and promote both in-property signups and a mobile app (including a $250 sign-up match and a minus-105 NFL offering). Several commissioners expressed support for the expedited handling given the timing of the lease termination and the start of the football season.
A motion to recommend approval as read into the record carried; members recorded their votes during the Board session and the Commission later approved the related nonrestricted item. The Board and commission staff said they would conduct the required surveillance inspection before any wagers were accepted. The applicant was told to coordinate closely with enforcement staff to schedule the inspection and reserve‑agreement filing.
The board meeting adjourned after routine business and additional licensing and suitability items were considered during the regular Commission session.
