The items approved included two retail concession leases (a 252-square-foot Polk Street concession to Polk Transit Food Services and a 205-square-foot space at 1710 W. 18th St. to Chomp Chomp Pizza LLC), an amendment to an intergovernmental agreement with the Chicago Housing Authority for a property acquisition tied to the Red Line Extension project, and the purchase of a 1,356-square-foot parcel at 2274 N. Milwaukee Ave. to support the All Stations Accessibility Program (ASAP). Board members also approved eight contracts covering transit operations, infrastructure, technology and safety.
The Polk lease sets initial rent at $35 per square foot for a 10-year base term with two 5-year extension options and 3% annual escalations, producing an estimated $8,820 in first-year rent. The Chomp Chomp Pizza lease is structured similarly with a projected first-year rent of approximately $6,526. Staff said Polk Transit Food Services and Chomp Chomp were the recommended tenants and that Polk had been the incumbent operator for a Dunkin’ Donuts space under a prior agreement.
On the Red Line Extension item, staff told the board that the IGA with the Chicago Housing Authority (originally authorized under ordinance number 02b-117 in October 2023) is being modified so that a permanent easement parcel becomes a fee-simple parcel; staff said all other terms of the agreement remain unchanged. For the ASAP-related purchase, CTA and seller 2274 North Milwaukee LLC agreed on a $500,000 purchase price for an unimproved site needed to accommodate elevator expansion and exit stairs on the Blue Line.
Directors placed the items on the omnibus in committee and the full board took roll-call votes approving the omnibus. Roll-call tallies recorded in the meeting transcript show unanimous or majority ‘Yes’ votes on the motions to place items on the omnibus and to approve the omnibus at the board meeting.
Board action follows a finance presentation earlier in the meeting that showed first-quarter revenue modestly ahead of budget overall, driven in part by investment income offsetting lower fare and pass revenue.
The board did not split the ordinances for separate votes; staff said the concession leases and the property purchases followed standard procurement and acquisition processes. The board record shows the committee recommended the four ordinances and eight contracts for approval and the board adopted that recommendation by roll call.
