Coffey County approves multiple Road & Bridge equipment purchases, adds striping and adopts speed‑limit changes

Road & Bridge Supervisor Adam Hoke presented a package of equipment and maintenance items and asked the Board of County Commissioners to waive competitive bidding through cooperative purchasing agreements and approve several purchases to outfit recently acquired trucks and replace older units.
Hoke recommended the county use National Purchasing Partners/Sourcewell cooperative contracts to buy a Henderson dual‑auger salt/sand spreader (quote number 188139) for $40,448 and a Henderson 12‑foot RSP snowplow (quote number 188279) for $16,133, both to be funded from the General Fund/Public Works equipment line. The board voted to waive bidding requirements and authorized the purchases. Hoke said the snow/salt units are custom built and estimated delivery toward the end of the year.
Commissioners also approved using Sourcewell pricing to purchase 2025 Bush Hog rotary cutters (two units, total $53,100) to begin phasing out older mowers. Hoke described warranty coverage and parts support from the vendor and noted several current mowers date to 2010 and are costing more to maintain.
On traffic safety, staff presented engineer studies and the commission adopted three resolutions establishing new speed limits for subdivisions and a school‑zone speed limit; local law enforcement will enforce the changes. Road & Bridge staff also sought an addition of approximately 45 miles of centerline striping and selected higher‑traffic roads and Plant Road for fog‑line replacement; an estimated additional cost of roughly $26,000 was discussed and approved to expand striping quantities under the existing contract.
All procurement motions were moved, seconded and recorded in the meeting as approved. Commissioners asked about inventory levels, warranty terms and schedule; staff agreed to return with delivery schedules as they become firm.
