Finance staff presented year‑to‑date figures, reporting that the general fund had expended $7,600,000 of a $12,800,000 budget through January and utilities had expended $3,500,000 of a $6,000,000 budget. Staff explained how the reporting system calculates percent expended and noted some large, front‑loaded expenditures such as insurance can skew month‑to‑month comparisons.
Council approved the budget amendment by voice vote. Finance staff told the council they expect to bring additional budget amendments later in the fiscal year to reallocate funds between lines as necessary and offered to meet with council members to review line‑by‑line details.
