Council authorizes manager to negotiate engineering contract for downtown Phase 4 after RFQ step

City staff told the Clinton City Council the North Carolina Department of Commerce requires the city to advertise a request for qualifications for engineering services before proceeding with Phase 4 of the downtown revitalization project.
Staff reported the city received one proposal from the Wooten company and said staff will re‑advertise the RFQ (likely for two weeks) to seek additional proposals. If no additional proposals are received, the resolution would authorize the city manager to negotiate and execute a contract for the preliminary/design engineering work necessary to advance the project, including placing utilities underground and preparing bid‑ready construction documents.
"We are required by the North Carolina Department of Commerce to advertise for a request for qualifications for engineering services for our phase 4 revitalization project," a staff presentation said. The council moved, seconded and approved the authorization to negotiate while staff completes the procurement steps.
Council members noted difficulty obtaining bidders for such work and supported proceeding to the next step so the project can be designed and bid.
