Washington council approves conflict-disclosure ordinance, CMAQ agreement, vehicle purchase, sewer lining and final plat

The Washington City Council approved a package of ordinances covering ethics, transportation, public-safety equipment, sewer work and land use at its August meeting.
Council adopted an annual ordinance establishing a procedure to disclose potential conflicts of interest for certain municipal officials. The ordinance passed on its second reading after members were called for their votes.
The council approved a congestion mitigation and air-quality (CMAQ) agreement with the Missouri Highways and Transportation Commission for intersection improvements at High Street and Highway 100 (CMAQ 6400633). A presenter noted the project budget is roughly $2.4 million and said the city’s share would be less than $1 million if the grant is approved.
Separately, the council approved spending to replace a totaled public-safety vehicle by accepting a quote from Chris Offenburg Ford for a 2024 Ford Expedition SSV and to upfit that vehicle with emergency equipment through Public Safety Outfitters (PSU); both ordinances were approved on second reading and the FY 2024–25 budget was amended on the record to account for the purchases.
The council also authorized acceptance of a proposal from Vision/Vejue Sewer of Missouri LLC to perform cured‑in‑place pipe lining and related services for mains on Front Street, Stonecrest and stormwater infrastructure.
Planning staff presented a preliminary and final subdivision for the Washington Square Shopping Center; the council approved the final plat (Washington Square Shopping Center Plat 2) after noting a variance approved by the Board of Adjustments for a narrowed drive lane in one location and a shared-parking agreement to meet parking requirements.
The mayor reported the slip-lining work had been paid from the city’s half-cent capital improvement sales tax and reminded residents that two tax measures would be on an upcoming ballot; he said the CMAQ grant, if approved, would significantly reduce the city’s share of the project cost.
Next steps: The ordinances were approved in the public meeting; the council later voted to enter executive session to discuss legal, personnel and real-estate matters.
