Tuttle approves annual inmate-housing contract and accepts $816,007 Highway 76 construction contract

The Tuttle City Council approved the annual contract with the Grady County Criminal Justice Authority for inmate housing for FY 2025–2026; staff said the per-diem rate increased to $55 from $50 compared with last year. The motion passed on roll call.
Separately, at a subsequent Tuttle Public Works Authority meeting, board members accepted the contract and performance bonds with NPL Mid America LLC for the State Highway 76 gas-line project. The board earlier awarded the bid to NPL Mid America for $816,007.21 and staff and outside counsel confirmed bonds and contract language appear in order. Staff said they will verify that the surety company and bond signatories are licensed in Oklahoma before final administrative processing.
Both actions were presented as routine contract items with staff recommending approval. The Grady County inmate-housing contract is an annual agreement used when the city needs to house detainees at the county facility; the highway contract funds construction work associated with the gas-line installation on State Highway 76.
What’s next: staff will complete administrative checks on bond signatories and licensing for the NPL Mid America contract and will execute invoices/payments for inmate housing according to the FY 2025–2026 agreement.
