City staff delivered Sweetwater's annual and monthly financial update, reporting revenue above expectations in several categories and flagging a few funding pressures moving forward.
Staff said property tax collections were about 11% above the original estimate and sales tax receipts were roughly 5% higher than budgeted; the presentation noted the prior fiscal year included slightly more than $4,000,000 in total sales tax receipts. The general fund cash balance increased by about $647,000 compared with the previous year, and staff identified roughly $10,260,136 in active grants being administered by the city for a range of capital and operating projects.
Staff reviewed specific funds and projects: State Street Aid had an ending balance shown as $214,283.08 (cash plus grant receivables), though about $100,000 of that is committed to grant matches; the sanitation fund reported $311,000 in revenues and $338,000 in expenditures and may require a fee adjustment or budget amendment (staff recommended revisiting the sanitation fee in April). Capital highlights included completed paving and sidewalk projects, water-tank upgrades and design work on a community center and pool project. Staff also reported a $104,000 Cigna rebate that staff proposed distributing to qualifying employees ($1,000 to each eligible employee and proportional refunds for employees who paid premiums), with the remainder returned to a wellness/health account.
Staff and commissioners also previewed grant applications and events, including a planned TIF presentation on Sept. 15 and multiple tourism and festival activities in the fall. Commissioners asked staff to return with any recommended fee or budget changes at required intervals.
