Sparks council approves two-year contract with firefighters union; limited net cost to the city

The Sparks City Council approved a two-year collective bargaining agreement with the International Association of Firefighters (IAFF) Local 731 that runs from July 1, 2025, through June 30, 2027.
Ariana Wechappa, human resources analyst, outlined key changes: in year one (effective 7/1/2025) special-event overtime will be paid at twice the employee’s calculated FLSA rate and cannot be banked as compensatory time; the longevity pay cap increases from $8,000 to $9,000 annually; and employees retiring with 20+ years of service will see the city pay 70% of the retiree’s and spouse’s health-insurance premium (up from 60%). In year two, special pays for some paramedic classifications increase from 3% to 5%. The city estimated an FY26 cost increase of $47,295 (most from the general fund) and $57,549 in FY27.
Councilmember Vanderwell moved to approve the agreement; the motion was seconded, and council voted unanimously to approve the contract.
