The Sparks City Council approved a major deviation and tentative map for the 5 Bridges Village 1B project, allowing a reduction in the MF-2 zoning minimum density from 12 to 6.17 dwelling units per acre and authorizing a 46-lot townhome subdivision.
City planner Sienna Reed summarized staff and Planning Commission findings: the requested 48.6% density reduction falls within the code’s major-deviation allowance (greater than 10% but less than 50%), the proposal results in 46 townhome units with a gross density of 6.17 du/acre, and the development meets the project’s minimum-unit obligation under the existing development agreement (1,240 units vs. required 1,200). Staff identified conditions including approval of final architectural elevations, confirmation of parking via final floor plans, required community amenities, stormwater/drainage plans, and demonstration of adequate sewer capacity prior to final map.
Staff estimated domestic water demand for the 46 units at about 5.52 acre-feet per year and estimated duplex sewage generation at about 41,400 gallons per day; a final geotechnical report and a final stormwater plan are required before recordation. Councilmember Rodriguez moved and the motion carried unanimously on both the major deviation and the tentative map.
Next step: applicant must provide the final floor plans, house-model mix and required conditions before a final map will be recorded.
