City planner (presenter) outlined a yearlong review and a January 2024 inventory showing 299 surveyed corners and 66 sites out of compliance with the current 35‑foot/2‑foot standard. Staff told the council that changing the code would reduce that number to eight noncompliant corners, and that the proposed change aligns with sight‑line practices used in nearby cities.
Mayor Doreen and several councilmembers said the change makes the regulation more practical for historic walls and common plantings that currently fall afoul of the code. Council member Barrick moved to adopt staff recommendations and was seconded; the clerk recorded a unanimous vote. The staff report also cited fire and public‑works data indicating a 42‑inch sight‑line is consistent with certain Caltrans guidance and local safety considerations.
During limited public comment on the item residents and councilmembers noted the amendment targets specific safety concerns at well‑traveled intersections such as Pratt and Maine and Spring and Madrona. Councilmembers thanked staff and the planning commission for the year of study that led to the recommendation.
The council introduced the ordinance for formal consideration; the measure will return for subsequent hearings as required by the municipal code and CEQA guidance cited in the staff report.
