McDonald’s reaffirmation deferred as PennDOT HOP and DEP modules remain pending

Reading Planning Commission members agreed on May 27 to defer a reaffirmation of the McDonald’s redevelopment plan at 901 Spring Street until the July meeting to give the applicant more time to complete PennDOT highway occupancy permit (HOP) requirements and to submit DEP sewer‑planning modules.
Tom Bridal of Boulder Engineering summarized the project and said conditional approval dated Oct. 22, 2024 remains in place; outstanding items include final PennDOT approvals for two fronting state highways (driveways, curb, sidewalks and signal/turn-lane details), updated sewer‑planning documentation for DEP, and final municipal agreements and escrows. Public Works’ Tim Kroll described the HOP as involved because the site fronts two state routes and includes a signalized intersection, and he asked the applicant to have the signal diagram reviewed by Tom Walter of TPD.
Commissioner and staff discussion focused on whether the project team would be able to obtain HOP sign-off within 60–90 days; staff and the applicant recommended returning when closer to final approvals and the commission voted to table the reaffirmation until July to allow a two‑month window for resolution. The commission also encouraged the applicant to submit municipal-agreement templates and escrow material in advance so staff and council can process them promptly.
The deferral preserves the prior conditional approval while giving PennDOT, DEP and other reviewers space to sign off on outstanding transportation and sewer modules before the commission acts again.
