Committee moves to reappoint Mark Chanchozzi to Code and License Appeals Board

The Nominations and Appointments Committee interviewed and voted to reappoint Mark Chanchozzi to the Code and License Appeals Board on Monday. Committee Chair Chris Miller opened the meeting and led the interview before members moved to a vote.

Chanchozzi described the board’s role as reviewing appeals of city code violations and said, “Lately, we’ve been focusing on the ATV and motorcycle, minibike destruction process.” He told the committee he has lived in Redding since 1980, formerly owned rental properties in the city and has served on local authorities, including the Reading Park Authority.

Councilor Wesley Butler asked whether the current hearing process works; Chanchozzi described parts of the process—particularly police efforts to locate rightful owners of seized vehicles and obtaining PennDOT paperwork—as cumbersome and sometimes unproductive. He estimated the board has held about four hearings during his term and said meetings are sporadic.

Councilors praised Chanchozzi’s knowledge and enthusiasm for the role. Shelley, a staff member, told him the committee’s recommendation would go to the full city council on Monday and that he would hear from staff the following day; she added he need not attend the council meeting on the 13th.

The committee then voted. Members present responded “aye” and the chair declared the motion passed; staff will forward the committee’s recommendation to the full council for final reappointment. The committee also discussed scheduling and meeting cadence for interview sessions before adjourning.

The committee did not record a roll-call tally in the transcript; Shelley said the reappointment would be placed on the council agenda for formal action.
