Robinson council approves consent agenda renewing investment adviser, authorizing TxDOT ALPR agreement and declaring surplus truck

The Robinson City Council approved a three-item consent agenda that included renewing the city's investment-advisory agreement with Valley View Consulting, authorizing the police chief to pursue a multi-use agreement with the Texas Department of Transportation (TxDOT) for automated license-plate recognition cameras, and declaring a 2011 Ford F-150 surplus for disposal by auction.

City staff told the council the Valley View contract has supported the city's portfolio management, quarterly reporting and soliciting competitive CD rollover offers. Staff said the advisory fee is "six tenths of 1% of the value of our portfolio," and recommended continuing the relationship to avoid hiring a full-time in-house investment manager.

On the camera proposal, staff said five of the 11 planned camera locations are on TxDOT right-of-way and require a formal agreement; TxDOT permitting and legal review are expected to take several months. Councilmembers asked for clarification about locations and the permitting timeline; staff said the process would go through the TxDOT legal office.

Staff also asked the council to declare a 2011 Ford F-150 that no longer runs as surplus property and to authorize disposal by auction or sale for parts. Council members discussed auction vendors and the city's past use of online governmental-auction services.

A councilmember moved to approve the consent agenda, the motion was seconded and approved on a voice vote. The items were placed on the consent agenda as written and carried by the council.

The council then proceeded to multiple public hearings on land-use and zoning matters scheduled for the remainder of the meeting.
