On Monday, Jan. 6, the Reading Nominations and Appointments Committee voted to reappoint Mark Chanchozzi to the Code and License Appeals Board following a brief virtual interview.
Chanchozzi told the committee the board provides a formal administrative hearing process for people who contest city code violations, saying, "If there is a code violation, there's a process... they could go through a formal process to have a hearing in front of our board to determine the disposition of their case." He said the board has recently concentrated on the seizure and destruction of ATVs, motorcycles and minibikes operated illegally on Reading streets.
The committee members emphasized Chanchozzi’s experience as a local property owner and his familiarity with the board’s procedures. Chanchozzi said he and his wife owned rental properties in Reading for many years and previously served on the Reading Park Authority. On the limits of the board’s authority, he told members the panel cannot impose criminal penalties and serves as an intermediary administrative step rather than a criminal court.
Shelley, a staff member overseeing appointments, explained the next steps: the committee will deliberate immediately after the interview and, if the committee forwards the reappointment, the item will appear on the City Council agenda for final approval. "You'll be on council's agenda on Monday for reappointment officially," Shelley said, and she told Chanchozzi he would hear from staff the next day.
Committee members expressed support during deliberations. After members voiced their approval, Chair Chris Miller called for a voice vote; the committee recorded the ayes and Miller announced that Chanchozzi will be reappointed to the Code and License Appeals Board.
The committee did not record a roll-call tally in the interview transcript; members who spoke in favor included Councilors Chris Miller, Vanessa Campos and Wesley Butler. The formal reappointment will be finalized at the City Council meeting on the date listed on the council agenda.
