Pendergrass council extends zoning moratorium, tables floodplain ordinance

Councilmember Speaker 4 described the item as focused on the zoning ordinance and called the extension "really record keeping" to allow a "fresh start" in 2026.

Council action also addressed a pending floodplain ordinance. Councilmember Speaker 5 moved to table that measure to next month; the motion was seconded and carried with unanimous 'Aye' responses recorded during the meeting.
The council discussed a conditional-use permit related to a developer’s plan for a roadway within an existing 30-foot right-of-way and a narrower 20-foot proposed road. Speaker 5 noted the city owns a strip of land between that right-of-way and adjacent CSX property that "is where the road probably needs to expand to" and asked for clarifying language. Speaker 4 asked for legal counsel to strengthen final conditions before any vote: "I would just ask for some legal counsel, potentially, some input from that. On the final condition, it speaks about the right of way...I felt a little vague."
What’s next: The moratorium extension was carried and staff said they expect to have draft ordinance language for council consideration by December, with adoption planned to be in place for the 2026 calendar year. The floodplain ordinance will be taken up at the council’s next regular meeting.
