Council approves Popeyes at Gardens Town Square with conditions; applicant commits to on‑site cooking and recycling plan

The Palm Beach Gardens City Council approved Resolution 63‑2025 Sept. 4, granting major conditional use approval for a Popeyes restaurant in Gardens Town Square after a presentation by petitioner Nicole Plunkett and operator Oliver Hurd.
Plunkett told the council the center is approximately 17.59 acres and that the new tenant will occupy an existing vacant suite. She emphasized the request includes no drive‑through or outdoor seating, an LED rear lighting upgrade, enhanced eastern buffer plantings and a detailed trash and recycling operations plan. Plunkett said the tenant will use Access Waste and Recycling (bin servicing every 48 hours) and a partnership with Dar Pro Solutions to collect and recycle used cooking oil.
Operator Oliver Hurd confirmed cooking will occur on‑site: “Yes. It will be cooked on‑site,” he said. Staff later confirmed proposed hours of operation are 10 a.m. to midnight daily and that a parking analysis shows the plaza meets applicable commercial parking requirements. The council asked about noise, parking impacts and timeline; Plunkett said build‑out will take roughly 10–12 weeks.
Council member comments included appreciation for sustainability measures and outreach to the Chamber’s sustainability subcommittee. With staff recommending approval and no unresolved objections in the record, the council voted 5–0 to approve Resolution 63‑2025.
