Johnston City’s council approved a site-plan amendment July 23 for Windsor Fitness at 8700 Thomas Avenue that alters façade materials but remains code-compliant.
Staff explained the zoning administrator can approve minor architectural changes if they affect 5% or less of the façade area; this submittal exceeded that threshold, so the city asked the council to consider the amendment (resolution 25-197). The staff presentation showed tables comparing previously approved Class A (brick) material percentages with proposed percentages: on the south elevation, Class A materials would drop from 88% to 53% while still meeting the minimum 50% code requirement; other elevations showed smaller percentage changes.
Council members asked about the building’s name; one member noted signage reading “CrossFit Merle Hay.” Architect Kurt Ingleard of Studio Melee, who identified himself as the project architect, said the owner chooses the business name and that he had not seen final permits. He also described approximate site dimensions, saying the patio is about 16–18 feet and that the building is set back from property lines with parking, a 20-foot fire lane and landscaping between the building and property edge.
After questions, the council moved, seconded and approved resolution 25-197 to accept the site-plan amendment. The motion passed on a recorded roll-call vote.
