Johnston City council approves Pioneer Parkway sewer lining contract

Johnston City’s council approved construction contracts July 23 to install a UV-cured lining in the sanitary sewer trunk main along Pioneer Parkway, citing repeated root intrusion and localized flow restrictions.

At a public hearing, a staff presenter identified as Matt said the project would span from roughly 62nd Street to Greendale Road and seal joints where tree roots have entered. The engineer’s opinion of probable cost was $433,118; the city received a single bid from Hydro Clean LLC for $344,664.95, which staff described as “approximately about 20% underneath the estimate.” Matt recommended awarding the contract. “We’ve used them to either jet plug sewers or…to clean sanitary sewer lines,” he said, adding Hydro Clean is “one of three specialized companies that do this type of work.”

Council members asked whether Hydro Clean had worked for the city before and whether roots would be removed before lining. Matt said crews would clear roots and debris prior to installing the lining and that the cured-in-place lining is structural and expected to last “50 plus years.” The project will be paid from the city’s utility operations budget, staff said.

Following the hearing, the council moved, seconded and approved resolution 25-190 (adopting plans/specifications and receiving bids), resolution 25-191 (making award of contract) and resolution 25-192 (approving the construction contract and bond). Roll-call voting on the motions recorded affirmative votes by the council members present. The work will proceed under the awarded contract and the city will coordinate pre-construction clearing before lining installation.
