The Johnston City Council voted to approve plans and award the construction contract for the new Johnston Dog Park after receiving a field of competitive bids. Staff reported 12 bids were opened June 3 and recommended TK Concrete as the low responsive bidder at $604,888 with a bid alternate of $79,419 to add roughly 20 parking spaces.
Council formally adopted Resolution 25-159 to approve plans, specifications and the estimate of cost, then approved Resolution 205-160 to award the contract to TK Concrete and Resolution 205-161 to authorize execution of the construction contract and bond. The motions carried on roll-call votes.
At the public hearing and Q&A, staff and the project engineer said the low bid came in under the engineer’s estimate and allowed the project to be scaled to include additional parking without exceeding the budget. Council members asked questions about path surfacing and whether mulch or full concrete loops would be installed; staff said they scaled back some concrete paths to remain within budget and may add amenities later based on use patterns.
Contract documents presented to council included a completion timeline; staff said the contract requires work to be finished by September. Staff also noted black-coated fencing was included in the scope and that the alternate would add vehicle capacity to the lot.
The council closed the public hearing and approved the resolutions by roll call. Construction timing and specific path or amenity additions will be determined as the contractor mobilizes and as staff monitors first-year usage.
