Council approves a package of contracts and purchases including smart meters, salt and housing agreements

On Sept. 16 the Jackson City Council approved a series of administrative and procurement items intended to support winter operations, water utility modernization and housing construction.
Salt purchase: Council moved to approve the purchase of 4,000 tons of road salt from Detroit Salt Company at $90.56 per ton, for a total of $362,240, procured through cooperative bidding with the Jackson County Department of Transportation. Staff told council salt prices are about $10 per ton higher than last year; the city typically fills its storage at the end of the season to avoid midwinter price spikes.
Smart meters: Council approved procurement of 6,284 SmartPoint MXU radio-reading devices from Aetna Supply of Grand Rapids for $1,036,860 and amended the budget to fund the purchase. Public works staff demonstrated the meter and MXU hardware and said the system will transmit meter readings from the meter to an MXU to a radio antenna on city hall; the system will enable faster leak detection and could enable monthly billing. Staff stated the system could save about $275,000 if ordered by September because unit prices are rising.
Wastewater contract change order and opioid settlements: Council authorized Change Order No. 8 to the Wastewater Treatment Plant SRF 2022 improvements contract with Allied Mechanical Services Inc. in a decreased amount of $41,147 and unanimously approved participation in partial national opioid settlements with generic manufacturers and Purdue Pharma, authorizing execution of Michigan subdivision participation agreements and related settlement documents.
Housing agreements and donations: Council approved accepting the donation of a vacant residential property on Northwest Avenue; it also approved a revised base purchase price of $178,000 for homes in the 100 Homes program (an increase of $3,000) and authorized a revised contract with Norfolk Homes to construct remaining units. Council recorded unanimous votes for the housing items.
Several items passed unanimously; council discussion focused on budgetary timing and operational benefits. Staff will proceed with procurement orders and contract executions as authorized and will bring any required budget amendments or implementation steps to future meetings for confirmation.
