The Hialeah Planning & Zoning Board on Wednesday approved a slate of development requests covering single‑family and multifamily properties, a daycare classroom expansion and a clinical research center, and recorded no action on a separate commercial item that the applicant asked to table.
The board approved a request to legalize existing aluminum roof structures at 5364 West 14th Court after staff said two roofs encroached into required setbacks. Staff recommended approval with conditions including relocating columns at least 2 feet from the south property line or demolishing the encroaching structure; applicant Alexander Mavila said he would move the columns. “I agree. We're moving it in,” the applicant said during the hearing.
The board also approved a rezoning and variances for 76 West 14th Street, a proposal to retain a 1939 single‑family house on the lot while building a new three‑story, two‑unit structure on the same parcel. Staff said the project will require minor setback variances and is allowed to mitigate one missing guest parking space with a one‑time $5,000 payment under the extended Hialeah Downtown Urban Center District rules. Architect German Agudelo described the project as providing “quality and affordable housing” for prospective tenants.
At 125 East 8th Street, the board approved variances for a three‑story multifamily building that increases lot coverage and reduces pervious area and setbacks. Staff recommended approval with conditions and again noted the option for a $5,000 off‑site parking mitigation payment to address one missing guest parking space.
The board granted a conditional use permit allowing a kindergarten (maximum nine students) to operate alongside an existing daycare (maximum 42 children) at 2920 East 4th Avenue, subject to conditions that require two parking spaces to be realigned so vehicles do not back directly onto East 4th Avenue. Staff said the kindergarten room is about 300 square feet and that drop‑offs are staggered.
A special use permit was approved for a clinical research center at Unit 236 U, 3750 West 16th Avenue. Staff described the space as roughly 712 square feet, appointment‑only, staffed by six professionals, operating 11 a.m.–7 p.m., and limited to three patients per hour with no overnight stays. Mirnaya Labasi, a consultant for the applicant, said the center would contract with pharmaceutical sponsors to run studies seeking FDA approval: “Clinical research is, we work with the pharmaceutical company,” she said. Board members asked questions about the types of studies and public‑safety safeguards; staff reiterated that no overnight patient stays are permitted and that the use is limited to the identified unit.
One agenda item (item 6, noted in the record as 5350 West 12th Avenue) was tabled at the applicant’s request to the Sept. 24 meeting; a nearby resident later said notification to neighbors on that item had been incomplete and staff confirmed the postponement.
