Cascade City Council approves December meeting date change and awards curb-and-sidewalk contract

Cascade City Council members voted unanimously on Aug. 25, 2025, to approve two resolutions: one adjusting the council’s December meeting schedule and another awarding a contract for curb, gutter and sidewalk replacement.
The council approved Resolution 90-25 to move a December council meeting to mid-month to accommodate a scheduled software 'go live' and the holiday calendar. Speaker 3 said postponing the first meeting would reduce stress on staff during the system implementation. Weber moved to approve the resolution; Gale seconded, and the roll-call vote was recorded as unanimous.
On Resolution 91-25, staff read two bids to replace roughly 200 feet of curb and gutter and a sidewalk. Eastern Iowa Excavating and Concrete submitted a bid of $19,313.85; Coil Concrete Construction submitted a low bid of $11,386. Council discussed a settling issue near 2nd Avenue, and staff said the contractor would investigate the cause and replace the sidewalk and curb at the affected location. Delaney moved to approve the contract award to Coil Concrete Construction; Hush seconded. The motion passed on a unanimous roll-call vote.
The council also approved a consent agenda that included city council minutes (Aug. 11), park board minutes (Aug. 11), Cascade Public Library board minutes (Aug. 7), municipal utilities board minutes (Aug. 13), Cascade Economic Development Corporation minutes (July 16), and July 2025 month-end financial reports and claims for Aug. 25.
Procedural notes: motions and seconders were recorded on the meeting record; roll-call votes for the two resolutions were read aloud and recorded as 'Aye' by council members present.
Next steps: the approved December schedule will be implemented for calendar planning; the public-works contract with Coil Concrete Construction will proceed with the contractor opening the site to investigate underlying causes where settling was reported and then completing the curb and sidewalk replacement.
