Brookings council approves consent calendar and renews MOU with Harbor Garden Club

A council member moved to accept the consent calendar, which included approval of council minutes from June 23, 2025, acceptance of planning commission minutes from May 6, 2025, and a liquor license for Grocery Outlet. "I move to accept the consent calendar," the member said, and the motion was seconded. Roll-call responses followed and the motion carried.
Staff presented the MOU renewal for the Brookings Harbor Garden Club, which has maintained the formal gardens at Azalea Park since 2021 and had an earlier agreement with the city dating to about 2011. A city staff member told the council the renewal would formalize the club’s ongoing landscape maintenance on city property. "They've been working in the formal gardens at Azalea Park since 2021," staff said, and recommended renewing the agreement.
Councilors praised the club’s volunteer work. Sharon Johnson, who identified herself as "the president of the Garden Club right now," thanked the council and said the group is rebuilding membership after COVID-related declines. "We appreciate the partnership a lot," Johnson said, and introduced Michelle and Frank, whom she described as the volunteers who "take care of all of the volunteer group at Azalea Park." Staff noted coordination with county Master Gardeners and the library for outreach and education.
Speaker 5 moved to "authorize the city manager to execute a memorandum of understanding with the Brookings Harbor Garden Club with respect to city property landscape maintenance." The motion was seconded, roll-call votes were recorded, and the council carried the motion.
Council members also heard informational items including June 2025 vouchers and heard mayoral remarks about recent community events. The meeting adjourned at 5:44 p.m.
The city manager is authorized to execute the MOU; the council did not specify additional funding or an effective date in the meeting record.
