Residents press council on code clarity, land access, public-safety case and alley maintenance

Residents used the public-comment period to press the council on several community matters that ranged from code clarification to public-safety follow-up.
Barbara Kramer asked the council to amend City of Aransas Pass municipal code 10-4-30(a)(5) to clarify the length of temporary conditional-use permits for RVs; she said current language and cross-references create uncertainty about whether successive renewals can effectively allow up to 10 years of temporary RV occupancy. Kramer urged that the provision be clarified so the broader community can understand permit durations.
Tom Strube described inheriting about 140–145 lots that are effectively landlocked because there is no egress; he said the lots cannot be developed without right-of-way access and therefore cannot secure construction loans or insurance. Strube argued improving access and paving would increase property values and local tax revenue.
Darlene Minh spoke on behalf of the family of Elise/Elisa Roberson, missing 36 years, and urged the city and law-enforcement partners to provide clearer communication and access to case files. Minh said the family received inconsistent information over the years, referenced involvement from the Texas attorney general's office and Texas Rangers, and asked for a public statement and release of the family’s case files so the family can continue to investigate.
Mike Hernandez raised a persistent maintenance concern about Saunders Alley (an alley behind the Live Oak neighborhood), describing overgrown vines that have caused power lines to sag to about five feet off the ground and piles of trimming debris left in the ditch after contractor work. Hernandez said he had reported the pole number to the utility company and asked the city to determine responsibility for clearing the alley and ensuring power-line safety.
Council thanked residents for their comments and directed staff to follow up where appropriate; several speakers received direct responses and assurances council would look into the issues raised.
