Albany council approves special procurement for wastewater plant blowers with Energy Trust incentive

Councilors on Sept. 24 approved a staff resolution to exempt competitive bidding and procure Innovair 40-series blowers for the Albany-Millersburg Water Reclamation Facility.
Craig Prosser presented the procurement memo, saying Energy Trust of Oregon incentives of more than $427,000 reduce the city's out-of-pocket cost to roughly $47,000 and that the upgrade is expected to save about $75,000 annually in operating costs. Prosser said the new blowers will improve dissolved-oxygen control and overall process performance and will support future capacity for population growth.
A councilor moved to adopt the resolution exempting the project from competitive bidding; the motion was seconded and carried by voice vote. City staff recommended the special procurement because two existing centrifugal blowers are more than 15 years old and two are in need of significant repairs, and the Energy Trust incentive made direct purchase financially favorable.
The resolution passed at the meeting and staff said they would coordinate with the Energy Trust to finalize incentives and proceed with procurement and installation work.
