Albany council votes to submit 2024 CAPER to HUD after staff report on CDBG spending

The staff report said Albany received $349,000 from HUD for the 2024 program year and reported $401,000 in expenditures during the program year on a mix of housing rehabilitation loans, public services and developer/community projects. Staff highlighted several local uses: property acquisition and improvement support for a CARBA property, six projects completed through DevNW’s revolving loan fund, public-service agency funding (including a child-well program and Jackson Street Youth Shelter), and a senior companion program that provided stipends for volunteers.
Councilors discussed the limits on using CDBG funds for new housing construction and the practical challenge of federal requirements and environmental reviews. City staff noted that entitlement HOME funds for new construction were not secured when Albany became an entitlement city and that programs such as DevNW have used CDBG for acquisition in the past. One councilor urged the Community Development Commission to consider larger acquisition grants to create affordable housing.
A councilor moved to submit the CAPER report to HUD; the motion was seconded and carried on an affirmative voice vote. The CAPER public hearing record was closed at about 7:00 PM following staff remarks and the public had no registered commenters on the CAPER itself.
