Goldsboro council clears consent agenda, approves IVUS purchase and Freedom Fest permits and sponsorship

Goldsboro City Council approved several administrative and operational items on Aug. 4, including the consent agenda, a sole‑source procurement for police technology, and permits and an in‑kind sponsorship for NC Freedom Fest.

The consent agenda (six items including budget amendments, minutes, two annexation public hearings, and authorization related to a TIGER grant closeout) passed on a roll‑call vote recorded as 7–0.

Manager Livingston described a request from the Goldsboro Police Department to procure specialized IVUS technology under a sole‑source exception, saying the technology is available only from a single supplier. The council moved and approved the waiver and associated resolution after brief discussion.

Council also heard a presentation on NC Freedom Fest and the event’s security plan, which includes the use of concrete Jersey barriers at key street closure points and revised traffic and vendor flow plans. The council approved the temporary street closure request and agreed to provide a city sponsorship equal to the $400 street‑closure fee (effectively waiving the fee) by unanimous vote.
