Josh, the city’s HR director, told the council he has continued to modernize hiring and onboarding to ensure compliance with state and federal requirements, reorganized employee records for legal compliance and launched wellness and cybersecurity training. He said an employee‑review program will help staff understand career expectations even when pay changes are governed by union contracts: "what we can do is do an employee review so that employees at all times know exactly where they stand." He described the goals as part of retention and improving employee satisfaction in a competitive job market.
Director Gomez, speaking for the Office of Constituent Services and Health, described expanded service hours and a set of clinic‑style outreach services — housing clinics, utility-assistance support and free legal consultations — and said the office assisted more than 300 families. Gomez described a low‑cost Google‑form intake and a more sophisticated data and case‑management tool that helps the city track requests and escalate unresolved cases for weekly interdepartmental review.
Council members asked about staffing, salary-band posting and account coding; staff said salary bands are published online and positions are negotiated within allocated bands. Gomez said the new center is expected to open next summer and staff will continue to refine intake and tracking to better serve residents.
Next steps: HR and constituent services will continue rollout of training and case‑management tools, finalize the new center and report back as programs mature.
