Finance director reports $5.02M surplus; flags state budget provisos and teacher-pay proposals

At the Feb. 24 Chester County trustees meeting, finance director Mr. McDowell presented the district’s financials and a summary of early state budget signals. He reported revenues of $40,846,727 for the period ending Jan. 31 and expenditures of $35,824,069, leaving a reported positive variance of $5,022,658.
McDowell summarized recent state-level proposals and provisos that could affect the district, including a House proposal for a $1,500 increase to the starting teacher salary schedule (he characterized this as moving the starting point from "47,000" to an incremental increase). He also described several proviso allocations for programs and safety/transportation items and said the House and Senate budget calendars point toward conference committee activity in May and adjournment in early May.
The finance director noted a change to the board’s budget workshop schedule: the April 14 workshop start time was adjusted to 4:00 p.m. He also described district work on a district-specific procurement code and recruitment of a procurement coordinator to strengthen compliance and best practices.
Trustees requested additional budget detail. One trustee asked McDowell and personnel to produce a list of employees earning more than $100,000 to help with planning; McDowell agreed to gather that information and route it to Dr. Sutton for distribution. The board did not take formal action on allocations at the meeting; McDowell said staff will continue to monitor state budget developments and report back.
