House Bill 14-30: Sponsor described this as a local bill for Union County that ‘‘recalculates the rate of building permits from a flat fee to 50¢ per square foot for both residential and commercial’’ and noted the last permit-fee increase was in 2005. Representative Warner asked, ‘‘would this be considered a tax increase?’’ Chairman Powers replied, ‘‘No … this is a fee increase, though, for permitting fees.’’ Representative Warner moved to send the bill to summer study; the motion failed. The committee then voted on moving the bill to calendar and rules and the clerk reported 4 ayes, 6 nays and 7 present not voting, and the bill failed to move forward in committee.
House Bill 14-39: Sponsor said this measure is a private act charter that ‘‘completely repealed and replaced the charter’’ for Ridgetide, Tennessee, a locality in Hamilton County. With no questions, the committee voted 17 ayes and 0 nays to move the bill to calendar and rules.
House Bill 14-37: Sponsor described this private act from the city of Crossville as making ‘‘a few minor changes to the corporate boundaries’’ and noted the city had submitted a resolution. The committee voted 16 ayes and 0 nays to move the bill to calendar and rules.
