Rachel Lee of Sunflower Compassionate Company told the board she has made progress — opening a bank business account and negotiating with investors — and asked that an extension be granted so she can finalize operations. Lee also described community plans, including a nonprofit called Safe Base to assist foster youth.
Chandler Cooks, owner of Greenwood Investment Group, spoke about his Moulin Noir project and asked for an extension of the due date for required application documentation, including the $200,000 liquid‑asset proof. Cooks told the board he has prioritized avoiding predatory investors and is assembling a team and funding that he said will protect ownership and create stability for a high‑end cannabis hospitality concept. He concluded, "I respectfully ask for your approval on the extension due date for my application."
The chair noted both applicants were on the agenda for items that later appeared on the consent agenda; the board approved three consent agenda extensions earlier in the meeting. Public comment elsewhere in the hearing was limited; the board closed the public comment period and proceeded with the agenda.
