The board reviewed multiple policy updates and heard a superintendent report on school climate and safety at its July 16 meeting.
Dr. Horsey presented revisions to Policy 7.1 and its administrative regulation, which align personnel expectations to the district strategic plan and clarify code-of-conduct topics. On employee-device use she said, "Devices that are issued are Talbot County Public School devices that includes your email," and that the employee handbook to be issued in August will expand social-media guidance. The board was also told policy 5.16 on social media will be reviewed by the policy committee for further language.
Ms. Spurrier presented Policy 10.31 (video recording) as a first reader and said the accompanying AR specifies when video becomes a student record and who may access it, noting access often depends on whether disciplinary action has resulted from the recording.
Superintendent Dr. Papakai summarized school-climate improvements and safety investments, reporting an increase in school-based mental-health providers (discussed as rising from 9 to 18 over recent years) and lower counts for risk assessments, threat assessments and bullying incidents. The superintendent said the district negotiated the Syntegix School Safety Notification System and described the devices as safety lanyards rather than simple panic buttons; rollout logistics and messaging to families will accompany the implementation.
Board members asked that the district be deliberate in communicating the features of the safety devices so the community understands their function and scope, and requested clarity about timelines for device deployment.
What happens next: policy 7.1 and associated ARs and policy 10.31 will proceed through the policy committee and subsequent board readings; staff will present the social-media policy language (5.16) to the committee and schedule further briefings on safety-lanyard rollout and training.
